Sorry it took a while to get pics up and in the right forum section. Other than the pedal issue and basic maintenance, I'd like to get the reflective tape off the headbadge decal (the tape is printed with the same design but it's pretty faded. Wonder what the safest goo-gone type stuff is to do...

A European bike would be unlikely as the photo was taken in rural North Carolina. I just assumed it was older than the 1915 date he was guessing for it and it seemed close to the TOC bikes I've seen

straight shot from hole for bottom of fender to hole for upper mount of fender is 14.5 inches. From the bottom hole to the top tube of the bike is 19 inches. I ordered new wood rims and Amsterdam tires and I have a feeling the fit might be too tight with the new 28" wheels and fatter tires...

I don't know that mine is taller..at least looking at angles/counting spokes. Could you measure along the center of the fender from the bottom screw to the cutouts?
