The circular piece actually rotates and generates sound resembling that of an early ooga horn.

I just picked this up at estate sale. Looks bicycle related but can't seem to find info on it. It looks like the mount fits on to a fork blade of I'm not mistaken. Any relative information would be greatly appreciated. Thanks Sean
