@GTs58 think you are right. Having taken a late 26 breeze apart to fit onto this compact frame. The headset that is. Not a chance. Now I have a 20 inch girls breeze to use headset. This particular frame has serial bottom of headtube.. What does the frame above require far as headset?

Not good. Might have to adapt a different type of Schwinn headset. A more commonly found . Lots of wear to try and get by with just replacing top bearing.

I think headlight interferes with flow of the design.. I would replace spokes if OG Torrington can be found and install Schwinn script hub up front for ultimate in adjustment. .
