I am home now, looking at the fenders, the insides and some portions of the outside were repainted, however it is original looking red pinstriping and original looking blue tips. It's easy to tell the spots that were repainted as they were done with a brush and house paint so it was a touch-up...
I bought a Schwinn DX with these original paint airflow fenders yesterday. I just pulled them off the DX and then saw the Elgin curved bar frame and had an idea. I think it looks really good but I don't want to wreck these fenders.

I have a rough 46 BA-97. I bet that the front of the frame is prewar production with a new rear triangle added after the war. also, The art has to be postwar art as they have front facing dropouts.
I finally found a correct fender brace for a Higgins of mine. Spray bombed yellow and missing part of it. After some jenky sheet metal fab tig welding, I got a good candidate to try a new technique.
