I bought the same bike a year ago. Mine is in better condition and has the tank. I paid 40.00 for it. I repaired the tube and ride it around at shows from time to time.
I get my fun out of riding it. Yes I moved the seat back.

Just like everyone says. Clean and grease. I would not replace bearings. They do not make bearings like the old ones that are there. I always replace with clean old ones from another bike, If mine are shot. In my book Old Stuff is made better.
