Why don't you just sell it as is and get the one you need ,let who ever buys it worry about restoring it,it didn't crash in value just because you bought it, like the stuff I buy , or with the price of tanks you could just buy a bike to fit it :)

It would be nice to see a 58 catalog, the 57 lists the 20" spitfire, but doesn't show it and the first year I find the Tornado listed is 59 and they had this frame, the spitfire used the same paint scheme on some years , like this 51
That's what I thought , but it looks like spitfires went to a straight lower bar in 56 & cantilever frame in 57, can't find the bike in the 57 or 59 catalog, but the 52 j 40 is a ringer for it, but then there's the 6 digit serial number

Just picked up a Schwinn 20 inch that looks like a 16, either a 52 or a 58 depending on which site I check, I'm thinking a 1952 20-inch model No. J-40. might make a Rat Rod Run-a-Bout out of it , until my grandson that's coming in a couple months is big enough for it :)
Nice Bike, there's something truly special about 26" Fastbacks, best riding 5 speed I've ever had , didn't think the bananna seat would be comfortable, (got me shopping for a 20" stingray) ,if schwinn would have made them, they would have likely out sold the Varsity, riding with drop bars is bad...

I wouldn't be so quick to bring someones credibility into question, the bike may have been in the garage for a few years , they may have taken the wheels off to air them up at he gas station and forgot to put the chain on the ring, not everyone has an air pump, saw someone on a bicycle airing...
