Contact Craig Allen on this group. I have a Singer he repaired for me about 5 years ago. He is busy so it may take a while for him to make the part but he workmanship will be excellent.
I second Craig Allen, he has done 3 high wheel restorations for me. Workmanship is exceptional. He is the go to guy for all things high wheel when it comes to restorations.
He always has a backlog of projects needing his services.
As a kid I learned to build wheels simply by looking at other wheels and figuring it out as I went. Now with all the tutorials on youtube you can learn anything. Save your money and get a good truing stand as a tension gage. Best of luck on your new wheels.

I second that it is not a Singer, the handlebar attach points are wrong. Lucky for you you have both original wheels. They normally come without a rear wheel, as those wear out faster than the front. Unless the front wheel is cracked, it may still be rideable with some new rubber on it.
