Thanks @Mercian I'm not sure on the odd stamping. The exercise bike stuff seems to be quite a bit newer than 1939. The drop outs were bent out a little to accommodate the stand so it wasn't made for this type of frame. The strap pedals and mile counter also seem to be later. Any collector...

The frame number listings are showing it to be a 1953 as far as I can tell.
