I just learned that part 116 (retarder washer) has one side larger than the other, and if installed upside down will cause a large gap between the teeth. Unfortunately this has not solved all of my hubs problems

Ditto what everyone else has said. DDR bikes were pretty much only made by Mifa and Diamant. While I’m not familiar with Alexander, it’s probably safe to assume it’s its own brand
On the topic of options, when you ordered a rear drum, did schwinn send the dealer just the drum and expect the dealer to rebuild the wheel or did they send a complete wheel for the dealer to just swap out?
