More than likely it's just that the cable needs adjustment. Even a little bit off makes a big difference. Might be different hubs but same idea. Sheldon Brown has some good info here:

I'd love to see images of the hub. I also wanted to add that there may be some value in the parts but it would be sad to see it torn apart as it appears quite old and unique. I haven't seen that color pattern.
I like this bike but it probably would not bring in much money as is. Here is what I'm thinking:
Pros: Overall in decent shape, should clean up alright. Nice extras, generator + light, rack, perhaps og saddle.
Cons: It is a ladies bike so no matter how cool, not highly desirable.

I made a similar box for my OA bath. The cover was mostly to keep the critters out but worked well to hold in the heat. You can see the "pinking" of the paint but it's better than before the bath.

Serial number has been noted from the seat lug. It reads 8675309.... no no .... that was a phone number IIRC. Here it is 3675361.

Supered up this Superbe. Found a 63 Deluxe model with a nice working light system and a cool old rear carrier. Moved those items to this bike.
Haven't seen the Enwell rack before but it looks right at home on her. Lights cleaned up really nice too.
My money is on a parts swap by an owner of the bike. Haven't heard or seen of it in a catalog but am only familiar with American editions.
Have plans for such a bike and all the bits in my hopper. Will post when project has reached top of queue.
Love it. Had an identical one... or two... or three. 😁 Very reliable bikes. Nothing quite the same as the tick, tick, tick, from that three speed hub. Remember two add a few drops of lightweight oil in to it. It'll last forever.

From my experience the white accents are referred to as darts.
'61 and '62 are the only years that Raleigh incorporated these darts in their paint scheme this way..
