Sorry that I can't help on the YOM. I am not very good at research as I lack the time and literature, I just have a lot of bikes to compare to. My ladies bike is the one with the close serial number and the green badge. Almost all of the features are identical to your bike.
I would not take what I said to be certain. There are guys here with a lot more knowledge than me that might have some input. I am only comparing to my bikes.
A good local machinist or welder can fix your fork.
The fender doesn't belong with your bike and the other part is a chain guard off a ladies bicycle.
You should keep the wheel off the bike for now, everytime you move the bike, you risk tearing the other side of the fork off. It's already torn.
I have the same bike, smaller frame size, maybe a year newer, few differences
my headbadge porcelein insert is white and red and says Orient Light Roadster
I also have the ladies version, all same characteristics, with a serial number a few # higher than yours, also with a B on the steel insert...

A complete TOC (pre-1900) wheel set and block chain
- 28" wood rims in good rideable, unrestored condition
- matching, front and rear hub set
- both hubs need to be as wide as possible
- rear hubs needs to be block chain...

the truss build is different than on my Emblem Speedwell truss,
but the seat post tube connection to the rear stay (how the seat post bolt is) and the rear drop-out with the center chain tightener is exactly like my Emblem Truss Speedwell
my fork and sprocket are totally different
now that I read the post over, my response did not make much sence, and wasn't pertinent at all .... sorry for that

most of the original TOC bikes I have found over the years had only (1) "coasting peg" as opposed to (2).
is it due to the fact that they were actually used to mount the bicycle and that you rarely mount a bike as if you are mounting a horse like in as old Western movie.

I don't know about value, but condition is rough
if ND model C was original, it could date it 1927-1933
but try to find a nice set of 28" rims and tires, and some vintage pedals.
It would make a nice rider and improve the overall look of the bicycle IMO
