I'm assuming it's for a 26" balloon bike?
A good box should provide enough support, you don't need to put them on a rim, the rim just adds uncessessary weight to the package, which increases the shipping cost

Hub has been cleaned, could be shined up some more, Hub spins as it should, and I tested it while it was on the bike, and it seemed to work good
This bike had not been ridden for many years, so I'm sure it needs new grease

Probably not.....1982 is "T", and that was the last year for Chicago Schwinn bikes....so "U" would be 1983, who knows who built this bike....but it wasn't Chicago Schwinn

Rear Hub does spin free, I tested the 2 speed and it does work, but as with any 50+ yr old, non-maintained bike, you will want to add fresh grease to both hubs

Keep in mind, all of the pickers episodes are made for TV viewing....prices, deals, etc, nothing has any basis in reality ....they probably figured lots of WOW value in that not for real offer.....
