Well thank you that's all exactly right to my knowledge. Wish I had the whole bike sounds like an interesting story to a bike. Being made for a world's fair that didn't happen. Those are the exact fenders in your link.
So I went out to look closely at a hole in the bottom of the fork. It's jagged and certainly doesn't look it ever was a straight smooth threaded hole. However it may very well have been at some point. May need to weld drill and tap it if that was originally a screw hole.

No sentimental value, just found it and like antiques. I've been in the auto body industry for decades so other then the parts it will be easy. Really a seat and fender and it's rideable. I'll get the other things if they show up. Just not sure where to look.
