It’s not cleaned up yet but that’s mostly house paint on the truss rods.
It has a short steer tube but it is original to the frame. Not a girls frame.

I’m not sure on the specifics but I have a couple frames, Rollfast and a Westfield that have a shim. I am having the opposite problem with another that my post goes in about to the bottom of the split in the frame to pinch the post , no collar.. I think it’s a smaller size that is opened too far...
Just use straight bar extensions. Mountain bikes have short bars at each end. Look for the clamps alone they’ll be what you need.

Look at the old board track bikes and motorcycles with these bars. The bar is collared (so double wall) and the nut likely would have a low profile washer behind just for the elimination of the chance of the bad pulling through. There is a pivot bolt through both bars and collars for positioning...

That’s likely an Adler. German bike has a 3-speed transmission in the bottom bracket. I have a different model and I have talked with a couple guys on the Cabe about his. He is translating the German manual into English. Super nice guy. I’ll try to find his name for you.
