Thanks for the info. I’ve tried the usual routes for removing the red paint (acetone, lacquer thinner, 91% alcohol, even did a test spot with brake cleaner) but it’s ON THERE. I’ll probably gently scrape what I can a match up some blue and white over what I can’t get off of it.

Silver aluminum thing is a cable crimp used to keep the end of a freshly cut cable from unraveling. The two black pieces are probably to cap off the bolts for the stem bolt and handlbar clamps. Grey plastic is to go under the reflectors if they're not tight enough on their own.
