13/16" diameter TOC stem (or stem/bar combo)

Looking for expander for front stem as shown on the right of the ad.
Used on both seat post and stem, stem slightly smaller than seat post I believe.
The outer diameter needs to be about 31/32" to fit inside the steering tube.

I found the expander sleeve.
Now I need to find a 13/16" diameter TOC stem (or stem/bar combo)
