19 ?? Fleet Wing

I picked this bike up years ago and re-cromed the metal parts(sorry!!! I had no idea what I was doing and won't do it again) I do believe its all original except front light, horn and grips. Has a broken brake clamp and the stem has to be replaced as the bars slip. Also being a newbie it has 24" tyres and is small for me to ride. My questions.....year? and what is the correct fender light and grips.
