1920s Movie Bike?

I came upon this still in a stack of movie 8 x 10s... I don't know who the actor is but it looks like a publicity shot. The bike looks to have 28" wheels, and the actor's wing-tips and outfit are a give-away for the time period. The tires say "Rollfast Rubber Wor.." and are marked 28". I couldn't read the third word...

Thought y'all might like to see it, the image is so clear I can almost make out the name badge on the bike... Anybody know who the actor is? Or what brand/model/year the bike is?

The panel in the tank area has "B L U E" written on it.

Front tire is "Rollfast Rubber Works Co."
Rear tire is "U.S. Royal Chain Tread".

Looks like an older Mickey Rooney, but next to the bike seems too tall.
