I think this is a 1924 Pierce light roadster special, at least according to the catalog from 1924 that I have. Appears to be original blue plate which is pretty rare for a Pierce. The front hub is a new departure, and I’m not sure if that is original. The handlebars and Stem both appear to have been plated Chrome at one time or another. Probably can remove the Chrome to reveal nickel.

Can someone please clarify when chrome started to be used in place of nickel? Was there a time period when some bicycle companies were using both on their bikes to use up already plated parts? Thank you for your input.

Chrome plating was developed in 1924 and most applications in manufacturing like motorcycles and automobiles began about 1927, so who knows how much later or maybe earlier for bicycles??? Plus depending upon which manufacturer, they may have had differing timelines, and the depression and later WWII became affecting issues.
 
Best way to remove chrome is go to a chrome shop and ask them to remove it. All they do is reverse the polarity on the chrome tank and the chrome disappears.
