I am just a cave-man old bike observer... but I think the stem and fender stays and fork lock may be post-36 as well? It's too hard for me to find the one pre-war serial number database that seems to work.

Everywhere the overspray has come off, I see really good red and white paint...why someone would have decided and all blue smurftastic effect was better option is beyond me.
