1938 Elgin

I was told this was a 1938 Elgin, the serial # is C35484. Trying to determine year and correct tire size. Wheels are currently 26''. Greatly appreciate any help.

1938 would be a C serial # with an E and one or two digits also on the bottom bracket.
This bike looks older to me, more like 1934/1935.
It does appear that the 26" wheels are correct as they are triple step rims and I can see the spacer on the rear fender.

The bike as you can tell was a basket case! The closer I get to mocking it up the better it looks!
