1939? Elgin with tank

A guy near me might be willing to part with this bike. These are the only pictures I have. He thinks it’s a 1939 Elgin. I’m not knowledgeable at all on Elgin’s. Does anyone know what year and model this might be for sure? Is there a reasonable price I should expect to pay for this bike?

I would say it is worth a bit more but it looks spray bombed and missing guard and rack.
Correct wheels would be Elgin finned hubs.

I believe 1939 may be the earliest Murray built for Sears with the curved seat tube.
Serial number with a "D" may reflect 1939.

Not sure how much the long tank would go for alone.
