i've only examined it enough to notice the cranks are not aligned and the saddle has a few chunks missing from it

Finally riding a big boys bike
The owner of this machine passed away and the family wants to sell it. Its missing the chain guard as well. Looks like it uses 28" tires which will need to be replaced. Local pick up in Rhode Island only. Does any body know the approximate year?
