I had to dig this one out for comparison...verdict is still out whether that's an E or F, but the lower line looks more off kilter, so I'm leaning towards 1949. Definitely a ballooner and definitely primer under the original green.

I wonder what kind of jig they used to hold the stand housing in place while brazing. They definitely couldn't just set them willy nilly. I find it odd that the one in the original post is touching the bottom bracket. Possibly brazed on there too?

And this one is a 20" model too? Less room on the 20 inchers for the stand's required angle?
 
My bike is in storage but I also have one with five numbers and the letter H but the one I have is a girls bike.
