Yeah, it does look like they could have been, and for some reason were modified.
I wonder if it’s possible that someone swapped out the twin springer fork for a rigid fork, modified these so the original fender could be used with a rigid fork?
if a rigid fork was installed it would curve forward to bolt to the axle, but if original fender was used, these parts would make sense to attach (bolt) braces to the axle because both braces use same hole..
here’s what my the original looks like on my 1951 Firestone Supercruiser.
