Welded on. I was curious about them as well. I know they aren't King Sting or Sidewinder forks.
The guy I got them from said Heavy Duti, but HDs were only black and yellow?

Yea, they are not from a Schwinn Heavy Duti either, because they used a completely different style of tube forks after 83.
