On Training Wheels
I have a very nice Schwinn Phantom for sale. Thank you to some people here they let me know the frame is a '58 mixed with some earlier components like the saddle, fork, sprocket and rack. Serial Number looks to be 8L 3110 on the rear drop out. The bike was my dad's and has always been kept in our living room. I don't believe anything is repo on the bike but if there is feedback on this I will be happy to hear.

Tires have no dry rot but deflated from sitting for some time. I will air them up and see if they hold air. The only issue's that I am aware of is the fork lock doesn't seem to be engaging when the key is turned and there is a screw missing from the left side of the tank.

Looks like a nice older restoration, if it’s been in Newport awhile Pedal Pusher maybe?, 2 spd kickback hub laced in also, GLWS
 
The serial number was stamped at the end of the first quarter of 1958.
 
The sprocket, rack, saddle, and spring fork are all thought of as early '50s components. The frame is '58. Maybe your Dad purchased a beautifully restored bike rather than a brand new one? I'm loving the tires.

I'm not sure how long my dad had the bike for exactly but it would make sense that he bought it already restored which would be why it has a mixture of earlier components. I had made my assumption of the year based on the sprocket, saddle and fork since I wasn't able to locate anything information on the serial number. I will update the listing to reflect the new info. Thanks!
