After being sidetracked, I don't think anyone mentioned that this is actually a 1961 Hornet. It does have the optional chrome rims verses the painted S-7's. 1961 only stem and a fender light would be on a 61 model. The serial was stamped Dec. 1, 1960, but the bike was built in early 61.
