So this last weekend I took everything apart, let the parts sit in the parts washer while I wiped the old grease out of the headset cups, greased two new SunLite #65 bearings ($1.85 each), and threw it all back together. Took less than 5 minutes and this thing steers like new. Thank you to everyone for your help. The Tornado is ready for more beach wanderings at the District Attorney’s conference in Corpus Christi.
