Thanks to @spleeft for the great images!

After treating the frame with evaporust some of the darkened paint came off of the head tube. Rust was underneath the paint.

This frame came from the San Fran Bay area. It was originally black and I chemically stripped the paint. When it was stripped I noticed there was a fine layer of rust underneath the paint. Here's the frame after the paint was removed.

That has been repainted. Look at the hand painted graphics on the chain guard. At first I thought the camera and lighting were bad but looking at the Panther on the chain guard and smaller (Sting Ray) fork dart, it for sure looks repainted.

Upon further inspection I agree…. Repaint for sure.

The fenders have been swapped out also.

Yeah, I saw that. Not the correct front and rear racks as well.
