Hard to tell what, why, where, when.... huh?
Hard to tell about the chrome frame with no decals but the center pulls aren't Varsity and an improvement. Neither is the Fork, stem and the bars of-course. Still kinda cool-ish. Its still going to be the weight and attitude of a Varsity / Continental.
Headbadge says Varsity, the rest says stepped up to Continental.
Im gonna vote now Varsity Continental hybrid chromed with extra parts.
Gotta like it somehow

The badge goes with Varsity or Continental along with the frame and drive train. 1968 or newer model V.C. Custom. Most likely a Continental originally.
