Not that I would know but, this crank and arms with bolt and nut wedge and cross etched crank BB bolts strikes me as incredibly miles ahead of the TOC game or way newer:

The Hibbard head badge is so awesome! It’s very patriotic and iconic! I have a 1934 Hibbard and it’s very cool to see another! I imagine both bikes had spoon brakes on them and they don’t have great stopping power. Looks like both bikes took heavy impact on the front! If they were my bikes I would make the first bike a rider again but use a coaster brake in the rear and tube style wheels that fit the look. I wouldn’t restore it just bring it back to life. The second bike I would lightly clean and coat with boiled linseed oil and hang on the wall! Here’s the badge on my Hibbard! Awesome finds!
