20" gas welded kids frame. What is it

I picked this up at the fall Memory Lane swapmeet because it looked Elgin-ish. It takes 20 inch wheels. The frame looks like it is gas welded. I've never seen cranks like that on a kids bike. Anyone have an idea who made it, maybe what it's supposed to look like complete.

I've seen cranks like that on a kids bike, but since it has mount for pump, I'm thinking European or Japan.

The cranks appear to be chrome which wasn't used until 1929 so I'm thinking 1930's at the very earliest. However style of crank actually looks more like 1950-1960's maybe later to me. I think bricycle is correct about European or Japan origin.
