I've just made a tap out of an old 26 TPI fork and run it through a few 24 TPI top-end headset parts. The thread form is pretty good, I think it's well good enough to do the job. I've got the tap mounted on a lathe cross-slide with the part in the chuck, and it's fed in at 26 TPI so you get the best possible thread.

I did this to check it would work (have two 26TPI forks now, more could show up) , and am about to order a few new alloy headsets to do. If there is any interest let me know and I'll order more. Cheap alloy cartridge headsets come from China under 20 USD each, postage to the US will cost me 8, so I'm thinking $45 for one, $40 for more than one - shipped; which is a lot for a sub-20$ headset but where else are you going to get one and they're sealed bearing cartridge units so you should only have to do it once. It'd be no trouble to do this to a different headset if you want or can supply a particular one.

I do not know how many the tap will do...
