30s British racer/tourer, not sure of brand

Looks 30s to me, but honestly anything between 1925 and 1946 wouldn't really surprise me. Hansell or Mansell leather saddle, 'Made in England' on NDS crank, interested handbrake, fixed/free rear hub. Has faint shadow of a crown-shaped head badge or decal, and two faint logo or maker's emblem decals on the seat tube. Serial number placement reminds me of a 30s Phillips bike I had, but honestly this era is not my strong suit. Hoping the shape of the head badge decal makes brand ID easy for someone who does know these bikes better.

the combination of a DS rear hub with an upright bar is slightly unusual

makes one wonder if both items could be original

also the combination of an upright bar with an all metal pedal with toeclips is slightly out of the norm

pedals appear to be the Phillips Celtonia Racing Pedal Nr. 63:

two photo tips -

a) you provided seventeen images of the cycle

twelve of them are down angle

down angle images seldom convey as much useful information for the viewer as ones taken even with the height of the subject

b) drive side images are more helpful to readers than non-drive side images

nine of the images provided are non-drive side

three are drive side
