Wore out three sets of tires already!
Picked up this elgin curious if anyone has any information on it. I assume its 30s since it has 26" rims. Also ill need to tack down new hoops and possibly a black rear fender "a long shot".

It's a Westfield made Elgin bicycle.
The codes C10 / A207376 say that the frame was made in October 1936, and probably built up very soon after.
The nearest survivor I have listed is Westfield Bluebird C10 / A216575 of @rockman in post 119 here: https://thecabe.com/forum/threads/westfield-frame-numbers-1933-1945.100743/page-12#post-1266708
