38 Schwinn straight bar question

Me and a friend are restoring my 38 Hibbard's Hardware badged bike. I was wondering if anyone knows how this badge should be painted? And should this neck be nickel or chrome plated? Thanks Tim

For the neck I'd say chrome was what the surface was plated, nickel was just under the chrome as part of the plating process, nickel tarnished to easy and these bikes were designed to live in all weather conditions.
