Just noticed the two black straps/Tape? behind the crank, on the rear stays. Is the frame broken there? Also the black tape? on top frame tube, damage? Sorry for the questions, just don't want a damaged frame. Thanks again.

No damage, no repair no issues what so ever. The bike had rod brakes, and a 3 speed added later on in it's life (that I'm keeping). Who ever installed them was smart enough to wrap the frame, so it doesn't get scratched.

If you look at the chain guard clamp, it's the same with tape on the frame.
