Definitely not a new world. It looks like a late 60s racer. The racer used that hat-in-the-ring seat tube decal. $60 would be high for that bike in that condition...

$60.00 would be cheap for the Bay Area. people are trying to get $400.00 for shiny racers around here. not mint, just shiny 20 footers.

I was tempted to go get it. if it was the peaked front fender years I would have.
