Did someone say Bluemels Popular fenders? Still have mine I put on my Gitane when I built it in 1974. I used to ride it to work and needed to keep the spray off the back of my dress shirts. Sorry for horrible fluorescent light distortion of the color in images.

and congratulations are definitely due on keeping them so all clean and shiny

obvious they have just completed a turn in the washer and dryer

mine seem a bit large to fit so must limit meself to hand washin'

Looks like a Shimano cartridge bottom bracket.
The tool should be readily available
If you're only going to use it once or twice, probably better to just take it to your local bike store.
On the other hand, since they are sealed anyway, may be no need to remove it.
I only see 20 tooth tools. My lbs is a joke, so I may be traveling shop to shop.
It needs replacement.

checked on tools for cartridge bottom bracket

found eight, twelve, sixteen & twenty tooth/spline sizes

not a single eighteen

since cycle over fifty year old and cartridge has been in there long enough to wear out it may be from an earlier generation of producers

wondering about the CH firms of EDCO & NADAX

in FR there was MAVIC

in looking through the tool listings did not find a single one which claims to fit any of these three manufacturers

have you been able to make out a manufacturer's name or logo on what can be seen from the outside?

did a bit more checking

the sealed bearing bottom brackets from EDCO, MAVIC & OMAS all employ the same pin tools and lockring tools as are employed with traditional cup and cone design mechanisms

the NADAX might offer a bit of hope

it is a six pin/spline design which is a factor of eighteen; so possible it might fit your assembly...

Juvels, I have never seen another set in white so I bet they too are from the same time frame: 1971 to 1976 or so.
Good luck with the Raleigh; I remember seeing them for sale.

pretty much any cycle shop in the U.S. should have this tool on their board

the small one is termed the "portable" and the one with the handle the "shop"

tip -

in case you will be doing the removal yourself

it can take a good deal of torque in some cases to break free the rings

they are routinely installed with some form of thread setting compound

shall never forget the first one i did; installer had employed epoxy instead of loctite 🤯

so you will want to think about how you are going to secure the frame before beginning - you want to have both hands free for the tool use

One note about EDCO sealed BB; mine is a Pro model (from the 80s) and you can replace the bearings easily amd cheaply (spent about $10 for a pair).
