Project update:
Almost all parts received. Forgot to order the cone adjusting lock nuts, ugh! Cut down the Wald axles to the correct length. Small bit of filing on the fork drop outs and they fit just fine. Mocked it up with correct size ball bearings and the wheel spins like butter.

Most OE Schwinn Chicago axles I’ve run across have Schwinn’s proprietary 5/16” x 26 TPI axles. Could be why you think it might be metric.
 
From what I have researched, I have the Schwinn approved hubs made by ACS. They use specific ACS cones that fit 3/8" axles and are 24 tpi and are for 15/64" ball bearings.
