hard to say if it came with a tank,have not seen a hawthorne with this frame before.
fenders look post war,missing truss rods.

Hawthorn like sears and everybody else offered stripped down models and fully loaded. So your bike necessarily didn’t have a tank or truss rods or anything else.

So, is there any way to accurately determine the model and age of this without the serial number? Any details that might make it unique and identifiable?

If the serial numbers have a letter prefix, like an “H” then that might indicate 1939?
