Another "Help identify this bike" plea!

I'm usually pretty good at researching and figuring these things out, but am having trouble with this, I think maybe a lot of parts have been changed on it, and that's what is throwing me.
I was originall thinking very early Schwinn, because of the sprocket, but it almost hits the frame, and I don't think it's original to the bike.
The handlebars have been cut short. The chain is way too long.
It is a track bike, with a fixed gear rear hub.
Seat is an old Persons leather saddle, which had a small tear at the nose, that unfortunately, tore thru on the ride home.
I want to make this a ridable wall hanger.
I'm going to clean it, grease it, and put some new tubes and tires on it, but leave the patina alone.

Indiana Dave, I believe your assumption above is correct, it appears that many parts have been changed so it bares little resemblance to its original incarnation.

How about the head tube decal? Can we see a pic of the starboard side or can you tell us what it says?

It's ballon so 33ish not sure.
