I believe this axle mounted tag holder was designed for mid 20th century motorcycles and mopeds but would fit very nicely with a similar period bicycle.
As found with patina, once cleaned up the outer disc appears to thread on and off the base case.
Great for custom tag, graphic, club insignia, or even advertisement.
