If you are unfamiliar with this type of bicycle, and quick release hubs in particular, google search the proper method to tighten the levers. The rear hub is not fastened properly and will not retain the wheel under load.
Nothing unique or high end about this bicycle. Disregarding condition/wear... $100. maybe??
