Any Info on these very old 28” wheels?

Picked these up last summer. I bought a couple bikes and they were in the “hey, take all that crap too” pile. Any help appreciated. Tried looking them up..nothing. Little heavy duty for a bicycle. Maybe for a carriage or something.
-28” diameter hard tire
-“603” embossed inside of hub
- 5/8” to 11/16” taper to the hole.
