I live for the CABE
Found and old Bismarck bicycle, Thinking 1960's, German brand. Interesting that it has a cottered crankset.

I think you're on the right track, these were Europe's answer to America's middleweights. The biggest company w/a German factory was Steyr/Daimler/Puch. I don't think yours is one of theirs, as I haven't heard of that badge before, and the frame geometry looks different. There were many smaller co.'s, but exceptionally little is known about them!
 
I have the same badge. I took it off a trashed 20 inch bike years ago. At the time I was living in North Dakota whose capital is Bismarck.
