These look like Brompton ( England) pedals, but are not. Actually these are made by a company called JRC (Belgium). I have two sets of these exact pedals, and another similar set. The similar set has the same end caps as these , but clearly marked JRC Belgium. A pair exactly as shown , were described to me as "rare 1930s JRC. track pedals" by Hilary Stone. He had a pair for sale some years ago, that's how I originally identified my first pair. That first pair came to me installed on my 1917-23 Indian /BSA case track bike. Cool old pedals that pop-up every now and then!
 
These are a set of "JRC" pedals I have on.a teens French bicycle.....

Remember, if they are nickel-plated they are usually pre 1929, chrome-plating came in 1929/30.
