Anyone Familliar With or Use a NECA Frame Alignment System?

Even though I really don't know what I have here I am feeling fortunate to have received in trade this NECA Frame Alignment System to add to my fork & frame tool arsenal!

Anyone else here have experience or use one of these fixtures? I'm looking for manuals, diagrams, articles on usage & setup etc...
