Anyone know for sure when single tube "all-steel" rims were first utilized?

The teens. it was a extra cost option. I like them better than wood or clad/wood you can ride safely can be Crome/nickel or paint them.

I guess this all depends on how you define "first". The first known use of Dunlop's tyre outside his immediate family was in the spring of 1889. Willie Hume, captain of the Belfast cruisers Cycling Club reportedly purchased the first commercially available bicycle fitted with pneumatic tyres and, at Dunlop's suggestion, raced it on May 18, 1889. A journal of the day reported the results as follows:,

"The cycling world of Ireland is convulsed by the appearance of the "Pneumatic" bicycle, invented by Mr. J.B. Dunlop of Belfast. A racing man called Hume, who had never before won a race, appeared on one of these machines at the Belfast Queens College Sports and won every event. He rode a racer weighing 22 lbs. with a 1-1/2 inch tyre. This was hollow and inflated (by an ordinary detachable football inflater) with air. On a heavy track the machine left everything else standing still and created a wonderful sensation."

Slightly earlier it had been reported that Mssrs. Eldin & Co. of Belfast were introducing a pneumatic tyred saftey bicycle, so this may have been the type of machine ridden by Hume.

The first large scale, public appearance of pneumatic tyred safety bicycle was at London's Stanley Show in January 1890. A number of pneumatic tyred models were displayed, including Humbers, Light Rapids and Referees.

The first pneumatic tyred bicycle in the USA was reportedly a Rapid imported by and displayed at the Kirk Brown Company of Philadelphia, circa June, 1890.

The first commercially available pneumatic tyred bicycles in the USA were reportedly a shipment of a dozen Special Irwells imported by the Sweeting Cycle Company of Philadelphia, circa September 1890. The same month saw reports of pneumatic tyred Singers and Ormondes arriving in the USA.

The first pneumatic tyred bicycles manufactured in the USA were Featherstone's, available circa March, 1891. Alfred Featherstone was a Chicago based manufacturer of baby carriages and bicycles. By January 1891 he had secured the USA rights to Dunlop's pneumatic tyre and contracted the manufacture of pneumatic tyred safety bicycles to the Ames Mfg. Co. The Premier Cycle Company of New York was also advertising pneumatic tyred bicycles in the spring of 1891.

As stated earlier. steel was the dominant rim material during this period. It's worth noting that there were aluminum rims as early as 1893.
